Absentee Voting

Who can vote by absentee?

Any registered and qualified voter may vote by absentee ballot.

How to request an absentee ballot:

An absentee ballot may be requested for a specific election or for all elections in the current calendar year. The request can be made in person, by postal mail (print request here for residents of Flagler County only), by electronic mail (email request here for residents of Flagler County only) or by telephone. Only the voter or designated member of his or her immediate family or legal guardian can request an absentee ballot for the voter. Immediate family means the voter's spouse or the parent, child, grandparent or sibling of the voter or the voter's spouse.

A request from the voter must include the following information:
bullet Voter's name and address
bullet Voter's date of birth
bullet Address where the absentee ballot should be mailed
bullet The elections that you need an absentee ballot for
bullet Voter's signature (written requests only)

If the voter has designated an immediate family member or legal guardian to request an absentee ballot for him or herself, that designee must provide the above information in addition to the following:
bullet The requester's name
bullet The requester's address
bullet The requester's driver's license number, if available
bullet The requester's relationship to the voter
bullet The requester's signature (written requests only)

Obtaining your absentee ballot:

Absentee ballots are mailed approximately three (3) weeks prior to each election to those voters who have requested an absentee ballot. Be sure the elections office has your correct mailing address. Absentee ballots cannot be forwarded except for military and overseas voters.

Beginning on the Friday before an election, a qualified absentee voter may designate in writing another person to pick up an absentee ballot for the voter. The designee may only pick up two (2) absentee ballots per election other than his or her own, except for ballots picked up for members of his or her immediate family. The designee must provide picture identification, the written authorization from the voter and complete an affidavit.

Voting the absentee ballot:

The voter must personally vote the ballot (unless assistance is required due to blindness, disability or inability to read or write.) The voter must sign the return envelope.

Returning your absentee ballot:

Mail, deliver or have delivered your absentee ballot to the elections office, inside the completed mailing envelope. Be sure there is sufficient postage if mailed.

Absentee ballots must be returned no later than 7:00 P.M. on the day of the election. Absentee ballots cannot be turned in at the polling place on election day unless the voter himself now wishes to vote in person. The absentee ballot would then be voided.

Early Voting

Any qualified and registered voter may vote in person on the regular voting equipment at the early voting site. The voter must present a Florida driver's license, a Florida identification card or another form of picture and signature identification to vote. If you do not present the required  identification or if your eligibility cannot be determined, you will only be permitted to vote a provisional ballot. Early voting shall begin on the 15th day before an election and end on the Saturday before the election - Monday through Saturday 8:30 a.m. to 4:30 p.m.

Military Information

Members of the United States Uniformed Services on active duty and the merchant marine, their spouses and dependents, and the United States citizens residing outside of the United States may apply for voter registration or request an absentee ballot with a Federal Post Card Application (FPCA), which may be obtained from a Voting Assistance Officer or through the Internet at www.fvap.gov. The Federal Post Card Application request for an absentee ballot will be effective for all elections through the next two regularly scheduled general elections. If the FPCA is not available, phone or send a written request by mail, fax or email to:

If you are overseas, you may have your absentee ballot either faxed or e-mailed to you, in lieu of receiving it by regular mail. Once your absentee ballot is voted, you may either return it by fax or you may mail it to the supervisor of elections so that it is received not later than 7 p.m. on election day. Voted ballots returned by e-mail will not be accepted. Carefully follow instructions sent to you with your absentee ballot to ensure that it is counted. You must be sure to not only sign, but DATE the absentee ballot envelope to ensure that your ballot is counted.

If an overseas voter's request for an absentee ballot includes an e-mail address, the supervisor of elections will inform the voter of the names of candidates who will be on the ballots via electronic transmission. The supervisor of elections will e-mail to the voter the list of candidates for the primary and general election not later than 30 days before each election.
