2016 Primary Election Information

Primary Election Day

Every voter may cast a ballot in this election. If you wish to vote in a partisan Primary Election, you must be a registered voter in the party for which the primary is being held. All registered voters, regardless of party affiliation, may vote on issues, universal primary contests and nonpartisan candidates during a Primary Election. The new voter registration and party affiliation change deadline is August 1, 2016.

Notice of Candidate Withdrawal

  • A candidate has withdrawn from Circuit Judge, 7th Judicial Circuit, Group 4. The withdrawal letter was received from Chris France on Wednesday, July 20, 2016. Votes for Chris France will not be counted.
  • A candidate has withdrawn from Palm Coast City Council Member, District 1. The withdrawal letter was received from Troy Dubose on Tuesday, August 2, 2016. Votes for Troy DuBose will not be counted.
  • A candidate seeking Precinct Committeeman in Precinct 23 passed away on July 22, 2016. Our condolences to the family of Frank J. Meeker. Votes for Frank Meeker in this race will not be counted.

Notices will be posted in every voting booth throughout the county during Early Voting and on Election Day. Notices will also be placed in mail ballots to inform voters.

  • Nonpartisan races with two candidates –
    One candidate will receive a majority of the vote, therefore a General Election is not necessary for this race.

  • Nonpartisan races with three or more candidates –
    If any one candidate receives a majority of the votes cast (50% +1 vote), the candidate is elected in the Primary Election and there will be no General Election. If no candidate for such office receives a majority of the votes cast for such office in the Primary Election, the names of the two candidates receiving the highest number of votes for such office shall be placed on the General Election ballot.

Proposed Constitutional Amendment No. 4

Solar Devices or Renewable Energy Source Devices; Exemption From Certain Taxation and Assessment

Proposing an amendment to the State Constitution to authorize the Legislature, by general law, to exempt from ad valorem taxation the assessed value of solar or renewable energy source devices subject to tangible personal property tax, and to authorize the Legislature, by general law, to prohibit consideration of such devices in assessing the value of real property for ad valorem taxation purposes. This amendment takes effect January 1, 2018, and expires on December 31, 2037.

Closed Primary Elections

Florida is a Closed Primary State. If you wish to vote in this partisan Primary Election, you must be a registered voter in the party for which the Primary is being held. All registered voters, regardless of party affiliation, may vote on issues, nonpartisan offices (such as School Board and Judicial races) and municipal offices in a Primary Election. 

Palm Coast Voters:
Please note that all voters who reside within the city limits of Palm Coast, regardless of party affiliation, may cast their vote for the Mayor of Palm Coast and two Palm Coast City Council Members during this election.

Candidate Qualifying

The candidate qualifying period is June 20 - 24, 2016. Refer to this page for more information about Becoming A Candidate. City candidates must file with their City Clerk. County candidates file with the Supervisor of Elections. State and Federal candidates must file with the Department of State, Division of Elections. Candidates must contact the appropriate qualifying officer for more information.
