The deadline to register to vote or change your party for the upcoming Primary Election is July 25, 2022. Register to vote or update your voter registration using Florida's Online Voter Registration system. You may also complete the paper Florida Voter Registration Application form and deliver or mail it to the Elections Office.

CLOSED PRIMARY ELECTIONS
Florida is a closed Primary state. If you wish to vote for a partisan office in this Primary Election, you must be a registered voter in the party for which the Primary is being held. All registered voters, regardless of party affiliation, may vote in Universal Primary Contests, nonpartisan races and city candidates in a Primary Election. Please note that regularly scheduled elections for the City of Palm Coast will be held concurrently with this election.
Party Change Deadline
The party change deadline for the upcoming Primary Election is July 25, 2022. To change your party affiliation to vote in this election, consider using Florida's Online Voter Registration System to make the change. You may also complete the paper Florida Voter Registration Application form for a party change and deliver or mail it to the Elections Office by the deadline: July 25, 2022.

Why should I vote in a Primary?
Primary elections typically have a lower turnout, despite the fact that every voter may cast a ballot in these elections. Primary elections are important! All voters, regardless of political party affiliation are eligible to vote for nonpartisan contests. These races are important, several nonpartisan races could be decided in the Primary. Even if you do not declare a party affiliation, you may still vote for the nonpartisan races. As with any election, if you choose not to vote, someone else is making the decision for you.
Which contests will be decided in this primary?
Nonpartisan Contests
Countywide nonpartisan contests with two candidates are always decided in a Primary Election. All voters are eligible to vote for all nonpartisan contests.
- School Board, District 1
- School Board, District 4
Nonpartisan contests with more than two candidates can be decided in a Primary if one candidate receives a majority of the vote (over 50%). All voters are eligible to vote for all nonpartisan contests.
- School Board, District 2
- City of Palm Coast Council Member, District 2 (Palm Coast Voters Only)
The City of Palm Coast Council Member, District 4 race will appear on the General Election ballot.
Universal Primary Contests
There are times when all registered voters can vote in a Primary Election, regardless of which party they are registered or even if they are registered without a specific party affiliation. During these elections, the race is considered to be a Universal Primary Contest. If all the candidates for a partisan office have the same party affiliation and the winner of the Primary Election will not face any opposition in the General Election (i.e. no other candidates have qualified), then all registered voters can vote for any of the candidates for that office in the Primary Election.
There is one Universal Primary Contest this year which will be decided in the Primary. All voters are eligible to vote for:
- Board of County Commissioners, District 2
During a General Election, all registered voters receive the same ballot and may vote for any candidate or question on the ballot. If there are write-in candidates who have qualified for a particular office, a space will be left on the ballot where their name can be written. Write-in votes count for qualified candidates only.

Any registered and eligible voter may vote early in this election. Early voting will be held August 13 - August 20, 2022 from 10:00 a.m. until 6:00 p.m. at four locations in Flagler County.

vote by mail
Mail ballots will be sent to all voters who have requested a Vote-By-Mail ballot. In the State of Florida, mail ballots are counted in every election.
